edit: Yes, to http://q2a-test.ulb.tu-darmstadt.de/?qa=20/does-the-url-changes-case-modify-question-example-like-this (with highlighting change in URL here), but probably because of the parameter qa=20 both links work.
Yes, only the /?qa=20 part is used for the lookup, so https://q2a-test.ulb.tu-darmstadt.de/?qa=20 also links to this question
